According to records, a homeowner continued his construction project without a permit despite the municipality asking him to stop.

BURR RIDGE, IL – According to public records, a Burr Ridge resident continued a construction project last year without a building permit, despite a halt to construction ordered by the township.

The project was located on 89th Street, east of Madison Street, and the owner was listed as Curtis Eshghy. Patch left a message seeking comment with Eshghv, who lists on LinkedIn as the CEO of C&N Construction.

Last August, the municipality announced that it had ordered a halt to construction, but work continued.

According to Burr Ridge records, the project included a pool, hot tub, patio, fence, landscaped embankment and paved walkway.

It was not until late January that Eshghy applied for exceptions to the village code. At a public hearing, the Planning Commission identified the hardships and recommended exceptions for Eshghy. However, members expressed concerns that Eshghy was embarking on a construction project without a permit.

At Monday’s council meeting, Township Supervisor Guy Franzese said that despite the township’s order, significant construction was continuing. He asked about the fee the township charges a homeowner for a stop-construction order. He was told it was $700.

Franzese then called for a reevaluation of the village’s fees, saying $700 for a project costing hundreds of thousands of dollars is nothing.

“Doing this must be painful because it is certainly painful for the employees,” he said.

Mayor Gary Grasso agreed.

“Obstructing authority is unacceptable,” he said. “You cannot continue to the extent you have suggested and basically ask for forgiveness and pay a small fine.”

Burr Ridge attorney Mike Durkin said the municipality could impose a $700 fee for each day a property owner violates a stop-work order.

The trustees agreed that a review of the fees was appropriate.
